Obaveze

1. R. K. [Radovan Karadžić] obavezuje se da će podneti ostavku na sve državne i partijske funkcije. Odluka stupa na snagu do isteka roka od 90 dana, koliko traži za ugovaranje neophodnih pojedinosti sa ostatkom rukovodstva. Ostavka mora biti neopoziva. Izvršiti uticaj na faktore u stranci kako bi bila olakšana ostavka i promena u hijerarhiji.

2. R. K. do trenutka ostavke neće donositi partijske niti državne odluke, niti uticati na druge da ih donesu ukoliko se one bave sledećim tačkama:
    2-1. Ratna operacija na teritoriji BH
    2-2. Dislociranje civilnog stanovništva
    2-3. Medjunarodni ugovori - vojni, privredni, bezbednosni, regionalne integracije
    2-4. Naimenovanje državnih, partijskih, regionalnih, lokalnih administracija - funkcionera
    2-5. Dislociranje finansijskih sredstava

3. R. K. će se povući iz javnog života. To podrazumeva nedavanje intervjua, izjava (lično ili preko posrednika), objavljivanje publikacija političke i društvene problematike.

4. R. K. će se preseliti na lokaciju, o kojoj je dogovor izvršen usmenim putem. R. K. neće napuštati deo teritorije BH koje su u dokumentima srpske strane označava kao Republika Srpska, kao i teritorija Savezne Republike Jugoslavije.

Obaveze II

1. Vlada SAD obavezuje se da neće vršiti uticaj, direktan ili indirektan na rukovodstvo SDS u smislu rasformiranja ove partije, kao i u smislu ukidanja njene autonomije.

2. Vlada SAD stavlja na raspolaganje R. K. sumu od 600.000 $ u lokalnoj valuti. Suma je smanjena za održavanje trenutnog načina života R. K. i tekuće troškove u periodu od 5 godina.

3. Vlada SAD stavlja na raspolaganje R. K. rezidencijalni objekat na lokaciji koja je dogovorena prethodnim usmenim dogovorom.

4. Vlada SAD stavlja na raspolaganje R. K. fizičko obezbedjenje ne manje od 6 ljudi.

5. Vlada SAD dužna je da obavesti R. K. o svakom eventualnom narušavanju njegove bezbednosti.

Zajedničke odredbe

1. Ovaj sporazum je trajan.

2. Ugrožavanje sporazuma od strane R. K. tretiraće se kao „ozbiljno narušavanje neformalnog sporazuma“, u smislu stava 3. 25 Internog pravilnika i u tom smislu će biti i sankcionisano, sa trenutnim rokom izvršenja.

3. Ugovor može biti raskinut sporazumno, ili na inicijativu Vlade SAD.

English Translation

Obligations

1. R.K. [Radovan Karadzic] undertakes an obligation to submit his resignation to all State and Party functions. Decision becomes effective within 90 days, which he is requesting for the negotiation of necessary details with the rest of the leadership. Resignation must be irrevocable. Influence to be exerted on the factors in the Party to facilitate the ease of the resignation in changes to the hierarchy.

2. R.K until the moment of the resignation shall make neither Party nor State decisions, nor have influence on the others to make them unless they are engaged in the following points:

    2-1. War operations on the territory of Bosnia and Hercegovina
    2-2. Dislocations of civilian population
    2-3. International agreements – military, commercial, security, regional integration
    2-4. Appointment of the functionaries of State, Party, regional, local administrations
    2-5. Dislocation of financial means

3. R.K. will withdraw from public life. That implies granting no interviews, statements (personally or through intermediaries), declaration of publications of political and social problematics.

4. R.K. shall relocate to a location, to which it was agreed orally. R.K shall not leave the part of the territory of Bosnia and Herzegovina which in the documents of the Serbian side is denoted as Republic of Srpska, as well as the territory of the Federal republic of Yugoslavia.

Obligations II

1. Government of the USA undertakes an obligation to exert no influence, directly or indirectly on the leadership of SDS (Serbian Democratic Party, translator) with a view of disbanding of this party, as well as annulling its autonomy.

2. Government of the USA makes available to R.K. the sum of $600,000 in local currency. The sum is reduced for the upkeep of the current way of life of R.K. and current expenses for the period of 5 years.

3. Government of the USA makes available to R.K. the residential structure previously agreed to orally.

4. Government of the USA places at R.K. disposal physical security of no fewer than 6 men.

5. Government of the USA is obliged to inform R.K of any eventual threat to his security.

Joint orders

1. This agreement is permanent

2. Jeopardizing of the agreement by R.K shall be treated as a “serious threat to the informal agreement,” in accordance with the Statute 3. 25 of Internal Rule and in that sense shall be sanctioned, with a momentary execution deadline.

3. Agreement can be abrogated by mutual agreement, or at the US Government’s initiative.
