KOSOVO SERB LEADER SAYS ALBANIAN MILITANTS'

[Reporter Branislav Kostadinovic] True proponents of peace are alarmed by the
armed paramilitary formation ANA [Albanian National Army - AKSh in Albanian]
which poses a threat not only to Serbs, that they are not welcome in Kosmet
[Kosovo-Metohija], but to Albanians not to accept anything less than
independence, and to the international forces, domestic observers have assessed.
Branislav Kostadinovic reports.
The emergence of the so-called Albanian National Army [ANA - AKSh in Albanian]
is a search for an alternative to the negotiating process which is in full
swing, just as the UCK [Kosovo Liberation Army] appeared prior to the
Rambouillet talks, said Oliver Ivanovic, head of the Serb List for Kosmet.
[Ivanovic] The ANA appears in every critical situation and carries two messages,
one intimidating the Serbs, suggesting that they are not welcome in Kosmet and
two, it addresses the international community which has become more aware that a
speedy solution would be short-lived and unsustainable, that it would cause more
problems than unresolved status that everyone sees as a problem.
[Reporter] Kosmet Serbs are concerned by the mild condemnation by the
international community and if Kfor [Kosovo Force] and the UNMIK [UN Interim
Administration Mission in Kosovo] police fail to solve the case, we will regard
that as a sign of their support to terrorists, said Ivanovic.
State Secretary for Kosmet Dusan Prorokovic explained that Serbia could only
exchange information with UNMIK and Kfor but that the civilian and military
missions were in charge of operational action.
[Prorokovic] The international civilian and military missions have instruments
to carry out an investigation, to find out where the footage came from and
identify those people and then apply the law on criminal procedure and other
laws, because this is a deed warranting condemnation and calls for legal action.
If the UNMIK or Kfor lack the capacity to do so, or dare not do so, they should
say so publicly.
