Montenegro abolishes 50 per cent turnout rule

PODGORICA -- Thursday – Montenegrin MPs today
adopted a new law governing Republican Presidential elections, which abolishes
the existing 50 per cent turnout rule.
The law received almost complete support, with 53 members backing the changes,
one voting in opposition and a solitary MP abstaining.
Article 17 of the new law stipulates that the winner of a presidential election
will be the candidate who receives more than half of the valid votes.
In the event that none of the candidates receives in excess of half of the votes
in the first round, a second round will be held for the two highest supported
candidates. The eventual winner will be the candidate with the highest number of
second round votes.
