On April 27, 1999, I was summoned by the Belgrade
Secretariat police department on duty to conduct an investigation of the damage
inflicted on the building of "Ušće" Business Centre. The
investigation commenced at 11:45 a.m.
I found a police investigation team on the spot,
photographing and video-taping the scene.
Several objects were found in the park around the
building, originating from the previous missile attack. As explained by Mr. Živković,
the police inspector on duty, the previously inflicted damage is visible on the
second floor above the south entrance, on the second floor above the west
entrance, and on the second and tenth floors above the north entrance. The roof
damage was also visible, but inaccessible due to the damage inside the
building. The lifts were unserviceable and the staircase impossible to use.
New damage inflicted on the night between April 26 and
27, 1999, was detected on the roof and the twenty-fourth floor. A roof-top
antenna was directly hit and bent eastwards.
According to the oral information provided by the
police investigation team, four security workers were on duty in the close
proximity of the building on the night of the attack, none of whom sustained
any injuries, nor have any other casualties been reported as a result of the
bombing.
Based upon visual observation, it was stated that two
large windows were broken on the top floor of "Jugopetrol"
administration building. The tenants from nearby apartment buildings reported
damage on their flats to the police investigation team, consisting of broken
glass on windows and doors.
No other damage was directly reported to the
investigation judge on call in the course of investigation procedure.
Based upon visual observation of the judiciary
building - "Palace of Justice",
17-a Slobodana Penezića Street, two large glass
walls were damaged by the detonation: one to the left from the main entrance,
and the other in the post-office section.
At the time of investigation it was not even remotely
possible to establish the extent of the damage since the destruction and damage
were immense, not only on the building of "Ušće" Business Centre
and nearby apartment buildings, but on the "Palace of Justice" as
well.
The investigation was concluded at 12:20 p.m.

REPORT
On April 27, 1999, around 1:05 a.m., during the second
attack of NATO air forces on the building of "Ušće" Business
Centre in New Belgrade, No. 2 Bulevar Mihajla Pupina, the top of the building
was damaged most probably by one missile. Since the building was heavily
damaged during the first bombing, two top floors are now completely destroyed,
including all the aerials on the roof.
The detonation has damaged 15 large
glasses on the Federal Government building, situated on No. 2 Bulevar Nikole
Tesle. This was reported by DJURA JEFTIĆ, internal security officer, who
stated that the east wing and the ceremonial entrance were particularly
damaged.
As reported by PETAR PAVIĆ, the
tenants' association chairman, around 60 window panes were completely broken on
the apartment building on No. 11 Bulevar Lenjina Street.
According to the statement of IVICA
ROKVIĆ, the tenants' association chairman, around 30 window panes were
broken on the flats, as well as 11 shop windows of "Pekabeta" store
located on the ground floor of the apartment building on No. 7 Bulevar Lenjina
Street.
Around 70% of window panes were broken
in 45 flats of the apartment building on No. 3 Bulevar Lenjina Street,
including the windows of "Apotekarsko Beograd" pharmacy and "Dućan"
store situated on the ground floor of the building.
Two large shop windows were broken on
the store of DD "AGROPROMET" from Kruševac, Belgrade, No. 4 Karadjordjeva
Street, reported BRANKO JOZ, the store manager.
Six large shop windows were broken on
the evacuated premises of "Jugolaboratorija", No. 41 Karadjordjeva
Street, including one large shop window of PP "KONTINENT" located in
the same building.
Two shop windows were broken on
"PETROHEMIJA" store, No. 23 Karadjordjeva Street. The windows are
protected by locked grills and nobody in charge of the store was found on the
spot.
Three window panes were broken on the
private bakery on No. 15, Karadjordjeva Street, owned by MILOMIR RADOVIĆ.
Several panes were broken on the windows
and the entrance to the "EOL" boat-restaurant parked on Ušće,
owned by VESNA OBRADOVIĆ, including a demolished toilet in which tiles
were found on the floor. The detonation probably caused a powerful jerk of the
boat that resulted in an electricity cut. The actual damage will be assessed at
a later stage.

The scene consists of several locations on No. 2
Bulevar Mihajla Pupina Street, the address of the building of "Ušće"
Business Centre, which was targeted for the second time. There is a visible
damage on the very top of the building most probably caused by a direct hit of
one missile only. The detonation from the exploded missile damaged the windows
on a large number of apartment buildings and business premises. The report
contains a detailed description of the damage.

The investigation started at 8:00 a.m. on May 4, 1999.
The subject of investigation is the building of
RTS-RTS Novi Sad in Petrovaradin, No. 45 Kamenički put, in the area known
by the name of Mišeluk, which was the target of NATO bombers on May 3, 1999.
Two big central facilities were hit by one missile each.
The RTS compound comprises several facilities. Among
them are two three-storey central buildings. One of them lies parallel with the
Petrovaradin-Sremska Kamenica road. Its left part (in the shape of a Cyrillic
letter G) stands at an angle of 90 degrees in relation to the road. The longer
side of another, newer building stands at an angle of 90 degrees in relation to
the road. Parallel with the newer building, there is a props hangar, with a
generator house behind.
On the opposite, right-hand side of the new building,
there are two prefabricated facilities (20 m x 40 m) and one facility built of
solid material. One of the former facilities accommodates a mechanical
workshop, a storage area for live broadcast vans and a lathe workshop, whereas
the other, as well as the solid one of about 100 square metres, is a combined
props warehouse, with a car wash behind.
Next to the road, there are two smaller brick houses
and a prefabricated house, belonging to the RTS Maintenance Unit.
On May 3, 1999, at 9:40 p.m. and at 9:50 p.m., two
NATO missiles hit the facilities of RTS. The first one directly hit the roof of
the old building, just above the studio. The building composed of a ground
floor and two upper floors, housed a cafeteria, archive, terminal, studio and
an executive office. On the roof, just above the studio, there is an oval
crater, about 15 m long, about 10 m wide and 5 m deep. The flat roof made of
reinforced concrete was penetrated. The interior of the studio caught fire and
everything in it is burnt (such as cameras and other equipment). Most of the
valuable equipment had already been evacuated from all RTS buildings.
There is not a single glass on the old building that
has not been broken, the doors are disjoint, installations damaged and the
furniture almost completely demolished, so that the building is unfit for any
use. The damage is total.
An antenna pole (with four dishes), adjacent to the
old building, remained intact.
The second missile hit the roof of the new building,
on its front part facing the road. The building has an external cladding made
of red face brick, and consists of a basement, a ground floor and three upper
floors. There is an oval crater on the roof of about 20 m in length, 15 m in width
and 5 m deep.
An antenna pole was located exactly on the spot of the
missile impact. The missile hit the foot of the antenna, the explosion severed
the antenna from the foot and the whole pole collapsed on the roof. This roof,
too, is flat and built of reinforced concrete. The demolition of the antenna
pole cut off the broadcasting of TV Palma, BK TV and Radio Skala.
The explosion and the ensuing fire that broke out in
the front part of the building, completely destroyed the second and third
floors. Fire was still smoldering while the investigation was in progress. The
staircase leading to the first floor is demolished; all ceilings, doors,
windows and installations in the entire building, from basement to the first
floor, are damaged.
The extension of the new building consists of a ground
floor and three upper floors, without a basement, is clad on the outside with
gray metallic painted metal sheets. It has remained as one whole in terms of
civil engineering structure. Any major damage on the building static stability
cannot be detected by visual inspection. There is only damage on a smaller part
of the roof on the third floor, close to the place of explosion. All window
panes and front door glass are broken. Almost all doors are disjoint. There is
no visible damage in the interior of the building where two executive offices,
a studio, a multi-lingual programme editorial offices, NS Plus channel and part
of the equipment were located. In other words, the furniture, TV sets, two or
three PC's, telephones and paintings on the walls are fully preserved. The only
damage is visible on parts of the furniture made of glass.
The props warehouse sustained the following damage:
demolished roof structure, disjoint doors and broken windows. A large portion
of props is damaged, too.
The mechanical workshop and a section of the props
warehouse are of prefabricated type. They are about 30 m far from the new
building. The walls and roof structure are broken, but the stuff and machines
inside remained undamaged. The ground floor brick building, which also serves
for storing the props, has damaged roof structure, doors, windows and ceiling.
The damage is total since the building was rather old.
Two Maintenance Unit facilities, built of solid
material, have damaged roof structure, broken window panes and disjoint doors.
However, on the whole, in terms of structure, the facilities are usable.
A prefabricated shack, belonging to the Maintenance
Unit, is completely wrecked. Its roof structure is demolished, ceilings are
cracked and falling off, walls, windows and doors are broken and disjoint, and
all the installations destroyed (radiators, electricity and water supply).
Except for a few pieces of furniture, everything inside is destroyed. The
damage is total and irreparable.
Small craters are noticeable in the area surrounding
the RTS building, 30 to 60 cm in diameter, caused by missile fragments pounding
into the ground. One rectangular missile was found, 35 cm x 15 cm, with
partially legible inscription:

A dozen passenger cars near the RTS buildings were
damaged - broken glasses and punctured tyres.
A few civilian houses and private business premises in
close proximity of the RTS building have been damaged.
Restaurant "Bolero" and "Kafe
sport" bar, owned by Borislav Vučurević, are located about 40 m
from the RTS building, in Petrovaradin, No. 43 Kamenički put Street. The
restaurant and the flat above it (totalling 204 square metres) sustained
extensive damage. The roof structure is damaged, ceilings have fallen off, most
of the furniture is damaged, windows are broken, doors are disjoint, walls
cracked. The restaurant was luxuriously decorated (demolished baroque-style
wooden ornaments). Also destroyed are auxiliary facilities, such as laundry,
garage, summer kitchen as well as the swimming pool and the tennis court. Rough
estimate of the damage amounts to approximately YU Dinars 7,000,000.
Beside restaurant "Bolero" is the house and
the office (combined area of around 130 square metres), as well as an auxiliary
building, owned by Aleksandar Markićević, a lawyer, which is
completely ruined. The roof structure is demolished, bearing walls cracked in
three places, ceilings are cracked and falling off, windows, doors and shutters
are broken and disjoint, furniture destroyed. One iron beam flew over from the
RTS building, burst through the study wall near the window and partly landed
inside the house. The extent of the damage is such that it is beyond repair and
amounts to approximately YU Dinars 2,000,000.
The house of approximately 100 square metres, owned by
Samuel Čeman, is at No. 41 Kamenički put Street. Its roof tiles are
demolished, doors and three windows disjoint, 6 window panes are broken, the
ceiling has fallen off in 4 rooms, the kitchen walls have cracked. The shed is
completely ruined, especially its roof structure. The same applies to the roof
structure of a prefabricated garage whose walls are deformed. The damage is estimated
at YU Dinars 100,000.
The old house and the new house, owned by Ivan Vukoja,
are located on the address: No. 25 Kamenički put Street. The old house,
refurbished as a comfortable dwelling place, has two disjoint front doors - one
made of iron and the other made of oak tree. Four window panes are broken. The
shutters are broken and ruined. The ceiling has fallen off in one of the rooms,
while the wall in another room is cracked and crooked. On the new house, roof
tiles are dislocated and 50 of them broken. The garage door and the hall door
are disjoint and broken, including the glass on the front door. An electric
meter has melted. The damage amounts to approximately YU Dinars 50,000.
On the right-hand side of the new RTS building, viewed
from the direction of Kamenički put Street, right next to the fence, there
is a ground floor house under construction. Its roof tiles are broken and three
windows and one door disjoint. The damage amounts to approximately YU Dinars
6,000.
Broken and loose roof tiles are visible on several
dwelling houses that are about 100 m far from the RTS building.
All the RTS facilities sustained a total and
immeasurable damage.
The location was photographed and filmed with a video
camera. Thus compiled material constitutes an integral part of this report.
The investigation was concluded at 10:30 a.m.

The investigation started at 9:15 a.m.
The subject of investigation is the building of RTS
Novi Sad Radio and Television, in Mišeluk, Petrovaradin, Kamenički put
Street, which was bombed with 8 missiles on the night of May 13, 1999, from
4:05 a.m. till 4:15 a.m. Four missiles hit the building compound, and another
four fell outside the compound in the vicinity of civilian houses.
Neither the new, nor the old RTS buildings were
directly hit by any of the missiles. Out of the 4 missiles fired at the RTS
compound, two hit the ground behind the new building, viewed from the direction
of Kamenički put, in front of the entrance to the new building (NS Plus
studio). In fact, the missiles fell on a concrete parking lot next to the
building, meaning that they hit a solid concrete surface. The first one fell at
about 20 m from the new building entrance (NS Plus studio) and created a crater
of 3 m x 1 m. The explosion made the entire front facade of the building
crumple. The doors and windows were smashed and disjoint.
A second missile fell a little further from the first
one, at about 40 m from the front of the new building and made a crater in the
parking lot 1.5 m deep and 4 m in diameter. This explosion also caused
considerable damage on the building exterior, as well as on a number of cars
parked on the lot.
Another two missiles exploded within the compound of
RTS. One of them directly hit the prefabricated props hangar and made a crater
1.2 m deep and 5 m in diameter. Since the hangar also served as a fuel storage for
the RTS vehicles, the black greasy oil stains indicate that the missiles hit
the storage area directly. Another missile fell between the workshop hangar and
the props hangar and made a crater 1 m deep and 4 m in diameter. The workshop
hangar was levelled to the ground and the props hangar was completely
demolished. A third brick building next to the hangars was devastated by fire.
Therefore, it might be stated that the three buildings are totally wiped out.
The buildings were located to the right from the new RTS building, viewed from
the direction of Kamenički put Street.
On the left from the new building, viewed from the
direction of Kamenički put Street, there is a prefabricated props
warehouse. Its rear wall collapsed due to the detonation.
Two missiles (aircraft bombs) fell beyond the RTS
compound, to the right thereof, viewed from the direction of Kamenički put
Street. They made two craters at about 80 m and 100 m from the road
respectively. Both craters are two metres deep and 5 m in diameter. Since they
fell in the vicinity of a ground floor civilian house under construction, the
detonation completely destroyed the building. Its roof structure collapsed, the
walls, doors are windows are dislocated, so that the house is uninhabitable and
beyond repair.
At least 16, and most probably even 20 vehicles were
demolished on the parking lot beside the new RTS building. Those were all
passenger cars of foreign and local make, but they are so much damaged and
burnt that they are beyond recognition and even difficult to count. The
remaining metal structures are intertwined and it would be possible to
establish the accurate number of vehicles only after they have been separated.
On the left from the old RTS building, viewed from the
direction of Kamenički put Street, there is an antenna pole with a dozen
antennas which remained completely intact. There is also a valuable camera
standing at the very entrance to the old building.
To the left from the RTS compound is a densely
populated residential area. One of the missiles hit the tennis court of
"Bolero" restaurant owned by Borislav Vučurević. In fact,
it hit the foot of a flood light iron post on the left side of the concrete
fence around the court. Since the missile exploded by hitting a soft surface,
it did not make a crater. Instead, its fragments made a large number of holes
in the surrounding ground. However, the explosion completely destroyed the
swimming pool, the tennis court and the restaurant which had already sustained
heavy damage during a previous bombing.
An eighth missile also fell outside the RTS compound,
to the left if viewed from the direction of Kamenički put Street. More
precisely, it fell in front of the house of Stanoje Radonjić,
Petrovaradin, Vukovarska Street, 20 m away from the house. It made a crater in
the garden, 2 m deep and 5 m in diameter. The house of Stanoje Radonjić
was a newly built ground floor building, recently moved in. It was completely
finished, except for the facade. The external west wall and half of the roof
structure were destroyed, whereas some of remaining walls have either cracked
or collapsed. The windows are disjoint, the glass broken and all the furniture
and household appliances inside the house are demolished. The house is
uninhabitable and beyond repair, so that the total damage amounts to
approximately YU Dinars 3 million. The owner of the house and his wife remained
unhurt since they found shelter in the cellar built of solid material.
In addition to the houses on Kamenički put
Street, a large number of other private houses were damaged as well. Some of
them have sustained total damage and are rendered completely unusable.
Almost all roof tiles, doors and windows on the house
of Aca Antić, Petrovaradin, Vukovarska Street, are so much broken that the
total damage amounts to approximately YU Dinars 20,000.
The house and auxiliary buildings of Samuel Čeman
in Petrovaradin, No. 41 Kamenički put, are completely destroyed and
uninhabitable. Also destroyed is a "Lada" passenger car. The total
damage amounts to approximately YU Dinars 700,000.
Roof tiles are broken and part of a wall torn down of
a wooden prefabricated house belonging to Dragan Donjić, Petrovaradin, No.
39 Kamenički put. The whole structure is slightly shifted. Five plywood
sheets and five...boards are demolished. The damage amounts to approximately YU
Dinars 40,000.
Overhead 20 kW lines and low-voltage network were
damaged in front of the house No. 41, Kamenički put Street. The lines were
cut off and the pole was damaged, which resulted in a power failure.
The damage inflicted on the house of Mile Borovica,
Petrovaradin, No. 35 Kamenički put, includes broken glass on 4 windows,
damaged wall next to the front door, cracked ceilings, some of which collapsed
in two rooms. Two walls are cracked and a window dislocated in one of the
rooms. A wall in the pantry has cracked just below the ceiling. The total
damage amounts to approximately YU Dinars 60,000.
The house of Vidak Bulajić, No. 33 Kamenički
put Street, has sustained the following damage: broken glass on 3 windows,
dislocated window frames, fallen-off ceilings in 4 rooms, one ceiling cracked
from side to side, cracked walls in three rooms. The total damage has been
estimated at YU Dinars 90,000.
The house and auxiliary buildings of Steva Svilarević,
Petrovaradin, No. 33/a Kamenički put Street, is completely damaged. The
ceilings have collapsed, the walls cracked, the doors and windows broken, so
that the total damage is valued at approximately YU Dinars 400,000.
Part of the roof on the house of Milenko Babić,
Petrovaradin, No. 37 Kamenički put Street, has been uplifted. The doors
are damaged and three window panes broken. The damage amounts to approximately
YU Dinars 10,000.
The house of Marija Miškvić, Petrovaradin, No. 29
Kamenički put Street, has sustained the following damage: broken and
dislocated roof tiles, broken roof structure laths, broken glass on two
four-framed windows, damaged facade, cracked walls in 6 rooms, cracked and
partly collapsed ceilings in 4 rooms. The damage amounts to approximately YU
Dinars 70,000.
The location was photographed and filmed with a video
camera, which material will constitute an integral part of this report.
The investigation was concluded at 12:00 (noon).

On May 29, at 12:10 a.m., the building of RTS-TV Novi
Sad, 45 Kamenički put St., Petrovaradin, was attacked for the fourth time.
One missile directly hit and completely ruined the building of Novi Sad
television studio. Another missile hit the generator power supply section of
the building. The remaining two missiles hit the new building inflicting huge
damage. In addition, one missile hit and completely destroyed the house of
Vidak Bulajić who sustained grave injuries. The same explosion demolished
the house of Milo Borovica, who also suffered grave injuries, and the houses of
Dejan Sremčević and Dragan Stajić. Quite a few other family
houses were considerably damaged, too.

On May 30, 1999, at 8:45 a.m., in the village of
Stubline, Obrenovac municipality, several missiles hit the short-wave
broadcasting centre of Radio Jugoslavija on Valjevski put St. The centre was
completely destroyed, including two 100 kV and 500 kV transmitters.
On May 30, 1999, at 9:00 a.m., in the area of Zvečka
village, Obrenovac municipality, the RTS transmitter on Šabački put St.
was targeted by several missiles. Two of them hit the power supply section of
the old building, while one missile hit and completely destroyed the Radio
Belgrade 2nd and 3rd channels transmitter. The power cable between the antenna
and the transmitter has been rendered unusable. The garage and the spare parts
warehouse are destroyed. The nearby residential buildings are damaged by the
detonation. The overall material damage is huge.

On June 3, 1999, at 7:25 p.m., the RTS repeater in

INVESTIGATION REPORT
Made on June 4, 1999, by an investigative judge of Raška
Municipal Court regarding the bombing of a PTT pole on Mt. Kopaonik, on the
location known as "Gobelja".

The investigation began at 9:40 a.m.
Members of the Raška police department on duty
informed the investigative judge that in the afternoon of June 3, 1999 NATO
alliance forces bombed the PTT pole equipped with corresponding devices,
situated on Mt. Kopaonik, on the location called "Gobelja", and inflicted
considerable damage in the process.
The investigative judge visited the location in order
to conduct an investigation and establish that the PTT pole was targeted,
including a sheet-metal container with the equipment inside, placed right
beside the pole. The facility is owned by "Mobtel" Company. The PTT
pole and the container are situated on the location known as
"Gobelja", within an enclosed area around an RTS transmitter on Mt.
Kopaonik. The pole and the container are on the north-east side of the RTS pole.
The PTT pole is made of metal and fixed to the concrete footing with three
supports. A circular crater (2 m deep and 8 m in diameter) was discovered to
the north-east from the mentioned pole. The sheet-metal container was standing
next to the pole, on the south-west side of it. The container and the pole were
completely destroyed by bombing. Two pole supports are severed from the
concrete footing, while the third one is damaged. All parabolic aerials and
antenna rods on the pole are completely destroyed.
The investigative judge particularly emphasizes that
the pole and the container served for civilian purposes only and that, except
for the nearby RTS (Serbian Radio and Television) transmitter on Mt. Kopaonik,
there were no military or police facilities in the broad area around the
targeted spot.
The bombing did not cause any casualties or deaths.
Several missile fragments were found on the location,
but without any marks on them. The location was photographed and the
photographic documents constitute an integral part of this report.
According to the account of Negoslav Savić, an
employee of "Genex-hoteli" company on Mt. Kopaonik, the bombing took
place on June 3, 1999, around 3:30 p.m.
As a result of the assault, the container with
equipment and the PTT pole, property of Belgrade based "Mobtel"
Company are completely destroyed. The damage is huge and its extent will be
determined by a special expert team.
The investigation was concluded at 11:55 a.m.

CRIMINAL INVESTIGATION AND ON-SITE
INSPECTION REPORT
On June 3, 1999, at 3:30 p.m., NATO planes fired one
missile (aircraft bomb) at the antenna pole and mobile telephony equipment
container, property of Belgrade based "MOBTEL" Company, on Mt.
Kopaonik, on the location known as "Gobelja", Raška municipality.
The bomb fell in front of the described facility and
made a crater 2 m deep and 8 m in diameter.
The air blast damaged the parabolic aerial and the rod
on the metal antenna pole. Damage was inflicted on the mobile telephony
equipment inside the container located right beside the antenna pole. The wire
mesh fence around the facility was torn.

The Repeater on Crni Vrh
On June 3, 1999, at 1:30 p.m. and 2:00 p.m., three
missiles were fired at the RTS repeater on Crni Vrh near Pirot.
The Repeater on Mt. Rudnik
On June 3, 1999, at 12:15 p.m., the aggressor's
airplanes attacked the area of Mt. Rudnik and destroyed with two missiles the
building of TV "Politika" and the antenna pole of "Mobtel"
which was under construction. (photos 3435)
On June 3, 1999, at 1:40 p.m., NATO aircraft, in a
repeated attack, targeted the already demolished RTS repeater in Gosen on
Kozarica hill, Dimitrovgrad municipality. Two missiles hit the already damaged
antenna structure and destroyed it completely, whereas the other two missiles
hit the already damaged building with the installations and equipment belonging
to RTS and the local "Caribrod" radio station. Two missiles
completely ruined the Kozarica transformer station and cut off electrical cable
ducts.
